When is the Annual Business Meeting?   

The Annual Business Meeting will take place on Saturday, November 16th at 2:45 – 4:15 PM ET as part of City Summit. The deadline to register voting delegates is Friday, November 15 at 5 PM ET.  

How many votes does my city receive?   

In all meetings requiring the official decision of the National League of Cities, each member city in good standing shall be entitled to one to 20 votes based on population. Each member league shall be entitled to 20 votes.  

Who is eligible to vote on behalf of the city?   

Each member city shall designate one voting delegate and may designate one alternate voting delegate. Your city must be in good standing with its membership dues to vote.    

How many votes does my city receive?  

In all meetings requiring the official decision of the National League of Cities, each member league shall be entitled to 20 votes. Each member city in good standing shall be entitled to one to twenty votes based upon population as follows:

My city has more than one vote, can we split the number of votes we have?  

Member cities, but not member leagues, shall be required to cast unanimous votes.  

Who is eligible to vote on behalf of the city?  

Each member city shall designate one voting delegate and may designate one alternate voting delegate. Your city must be in good standing with its membership dues to be able to vote.   

Each member league shall designate one or more voting delegates not to exceed the number of votes to which it is entitled and may designate alternate voting delegates not to exceed the number of its voting delegates.   

How is voting carried out at the Annual Business Meeting?  

All voting shall be by voice vote unless a weighted vote is demanded by ten percent or more of the certified votes present at the meeting. When the weighted vote is taken, voting shall be limited to the duly certified voting delegates, or their alternates, each casting the total number of votes to which the voter is entitled by the certified voting roll.   

A majority vote of the certified votes present at the meeting shall be required for the election of any officer or member of the Board of Directors, or for passage of any matter of business brought before the business meeting.   

Recorded votes will be conducted on NLC’s electronic voting platform, ElectionBuddy. If you are a registered delegate, please be on the lookout for an email from ElectionBuddy. Staff will be in the Annual Business Meeting room to help troubleshoot any questions about ElectionBuddy. You can also visit the Ask NLC desk at City Summit prior to the Annual Business Meeting or contact credentials@nlc.org to confirm you are set up and ready to vote.  

What is discussed at the Annual Business Meeting?   

The Annual Business Meeting includes:   

  • Report on the year by NLC CEO   
  • The year ahead by the incoming NLC president   
  • Adoptions and approvals to the National Municipal Policy   
  • Potential bylaw amendments   
  • Elections   
  • Officers: President, First Vice President, and Second Vice President are elected to one-year terms.   
  • Board of Directors: 20 local elected officials are elected to serve two-year terms as at-large members of the board.  
Do I have to be registered and attend City Summit to vote in the Annual Business Meeting?    

Yes, all delegates must register for City Summit and plan to attend the Annual Business Meeting in person.    

 Do I need to do anything else after I register as a delegate?   

You will need to make sure you are set up to vote on ElectionBuddy. Prior to the Annual Business Meeting you will receive an email from ElectionBuddy to get set up to vote. Please be sure to bring your mobile device or laptop computer to use ElectionBuddy at the Annual Business Meeting.  

How do I access ElectionBuddy to vote during the Annual Business Meeting?  

You will need to have a mobile device or laptop computer onsite to connect to the ElectionBuddy website. You will receive an email or text message providing a unique code to access ElectionBuddy. Please make sure you are able to access the email and/or mobile number provided in the voting delegate form onsite.
