Stacy Becker

Rippel Foundation & ReThink Health


Stacy Becker has led numerous projects with Rippel, including: supporting regional leaders seeking to transform health in their communities; investigating the impact of incarceration on health; designing a tax credit for financing population health which she presented at the National Academies of Sciences, Engineering and Medicine; and creating a financing guide Beyond the Grant. In the fall of 2018, she will lead the launch of a three-year project funded by a national partnership of philanthropies: Foresight, Designing the Future for Health. Previously, Stacy was director of sustainable financing for Rethink Health.

She has served as budget director for the City and County of San Francisco (CA) and for the City of Saint Paul (MN), as well as public works director for the City of Saint Paul.
For 18 years Stacy led her independent consulting practice, advising
local, regional and state governments, foundations, policy groups and
nonprofits on topics including affordable housing, pay-for-success pilots, early childhood education, community development, long-term care financing, and nonprofit strategic management. She led a three-year effort to investigate and demonstrate new forms of citizen participation. Results were featured in the Stanford Social Innovation Review and the Lincoln Institute of Land Policy. She has published on subjects as diverse as education finance, road reconstruction, gender pay equity and social impact bonds.

Stacy holds a master’s degree in public policy (MPP) from Harvard University, and an MS in city design and social science from the London School of Economics, which she attended as a Bush Leadership Fellow.
