Sean directs the San Francisco Office of Financial Empowerment, working closely with the elected City Treasurer and a broad group of thought partners, to design promising and expand proven programs that strengthen economic security and mobility for low-income San Franciscans. As Director, Sean oversees the first and largest universal children’s college savings program of its kind in the country, a network of financial coaching sites across the city, the Bank On program that helps residents open safe, affordable bank accounts, policy efforts to fight predatory financial practices, and an economic mobility lab (mLab) that tests new innovations. Sean comes to City Hall after 20 years leading microfinance, consumer and financial education, health and social safety net programs across the developing world. Sean earned his master’s degree from the London School of Economics and Political Science.
