In his 30+ years of experience with Baltimore City—including as Deputy Commissioner of Permits and Code Enforcement, and now as Housing Commissioner—Michael has innovated new approaches to improve the quality of life in Baltimore’s neighborhoods. He is known nationally for his expertise in well-managed, data-driven government; and locally for forging partnerships with City and State agencies, community leaders, private and nonprofit investors, and anchor institutions to achieve big picture goals. He holds a J.D. from the City University of New York and a B.A. from the Johns Hopkins University.
