Fran Mancia

Vice President of Government Relations



Fran Mancia is the Vice President of Government Relations for MuniServices, a revenue protection and enhancement firm that specializes in serving cities, counties and special districts throughout the United States. In this role, he oversees, plans and manages strategic responses and advocacy efforts related to federal and state legislation and regulatory policy that affects state and local tax revenue.

Fran works with local government leaders, state and federal legislators and regulatory agencies on issues related to policy and legislation impacting general fund revenue.  Fran has a strong working knowledge of local government general fund tax laws and state and federal regulatory and legislative issues, with a focus on the fiscal impact to state and local governments.

Fran is active in local government industry associations and has served as the Chairman of the California Contract Cities Associate Members Program and as President of the League of California Cities’ Partner Program. Currently, he serves as a member of the League of California Cities’ Revenue and Taxation Policy Committee and as a Trustee of the California City Management Foundation.

For over 30 years, Fran has served in a variety of roles as a University of California alumnus, including President of the Alumni Associations of the University of California, and as a member of the Board of Regents of the University of California.

Fran earned his Bachelor’s degree from the University of California, Santa Barbara and his Master’s degree in Business Administration from the University of San Francisco.
