Brad Rowe


UCLA Cannabis Research Initiative


Brad is Adjunct Professor and a lecturer of criminal justice, cannabis and other drug policy for both UCLA Luskin School of Public Affairs and the Pepperdine University School of Public Policy. He has contributed to public discourse through the press, community trainings and webinars. He is working as a Senior Cannabis Policy Consultant for several California localities to assist policymakers and stakeholders design equity considerate regulatory regimes, establish optimal taxation and inspections standards, and systems for ongoing compliance and community benefit. He co-leads a group of researchers developing a criminal and juvenile justice impacts research agenda for California post-legalization for the UCLA Cannabis Research Initiative.

He serves as an Advisory Board Member for the LA County Health Impact Assessment for Cannabis Legalization. He assisted in design of the nationwide cannabis use survey for Health Canada in 2017; served as an expert for the Arizona State University Citizen Initiative Review during their consideration of legalization in 2016; and was founding Executive Director for the NYU Marron Crime and Justice program in 2015 where he led the convening of the world’s top cannabis experts for the 2016 Cannabis Science and Policy Summit. He oversaw the evaluation of medical cannabis and hemp policy for Jamaica as well as the market measurement of the medical, adult use, and illicit cannabis markets for the Washington State Liquor and Cannabis Board in 2015.
