NLC University Community & Economic Development 201/301: The Urban Plan for Elected Officials

Developed by the Urban Land Institute (ULI), Urban Plan is a realistic and engaging simulation in which participants learn about and wrestle with the fundamental forces that affect urban development. Participants, playing the role of an inter-disciplinary a real estate development team, will experience the challenging issues, private and public sector roles, complex trade-offs, and fundamental economics in play when proposing realistic land use solutions to vexing growth and development challenges. Take part in this engaging session that will allow registrants to work together in competing development teams to analyze and respond to a hypothetical Request for Proposal for the redevelopment of a blighted urban area and pitch their plan to “City Council” – and walk away with a new understanding of how developers think about these opportunities and challenges in their own communities.

Does the budget, and the budgeting process itself actually help policymakers to easily and understandably translate their decisions into actions that move their community forward? Or has budgeting become an accounting exercise at best, leaving the connection to policy-making questionable and unclear?

Learn about the basics of budgeting from an experienced Elected Official and Finance Director team. They will provide insights and an explanation of the basics of the budget and budgeting process to help you gain confidence in your role as an elected official.

NLC University Leadership 101: Civil Discourse in the Face of Incivility

Learn to develop your leadership skills in both every day and divisive situations, explore listening with the goal of understanding as an essential part of leadership, and provide an opportunity to practice your skills to plant seeds of leadership and civility in the governing bodies of your communities. Participants will be introduced to The Five Powers as a roadmap to work in groups to develop a plan that could be implemented for success. This interactive session will use the case study as a way to explore the tools presented in the seminar. You will group and re-group, adopting the role of different characters in the case study, to explore the situation from different leadership positions. Ultimately, you will formulate a plan in which all characters in the case study can come together to lead their community through the challenging situation. After exploring the tools, you will be encouraged to think of how you can apply the tools you used in the hypothetical situation, to a real situation in your community.

Ethical public leadership is more than simply following the law. This seminar enhances municipal leaders’ abilities to assess ethically difficult situations and to make ethically defensible choices.
