Youth Delegate Schedule

Youth delegate activities will begin on Thursday, November 16 and conclude on Saturday, November 18.

Sessions marked as “Youth Delegate Program” are designed specifically for youth delegates. Sessions marked as “Youth Delegate Recommended” indicate activities that are open to all conference delegates and which may be of particular interest to youth delegates.

Please be on the lookout for the notification that the conference app is available for download – it will allow you to create a personalized schedule and filter events by track.

Gabby Giffords and Mark Kelly

Retired American astronaut and U.S. Navy Captain Mark Kelly and former state legislator and U.S. Congresswoman Gabby Giffords represent the very essence of American service and heroism. Ever since an assassination attempt severely wounded Gabby in 2011, the couple has inspired the world with their story of hope and courage in the wake of tragedy, serving as a symbol for the possibility of second chances.

Gabby and Mark will tell the story of their journey and share inspiration for summoning courage through tough times and on the path to new goals. They will leave you with a new appreciation for the tenacity of those who refuse to be defeated, and the motivation to face and overcome any challenge with passion, bravery and your very best.

The second general session will include the following three parts:

I. Building Inclusive and Equitable Communities
America has struggled with ethnic and racial turmoil since its inception.  Now more than ever, the debate about the role of race in U.S. history is raging throughout our cities.  What is the expectation for moral leadership from our local officials? Hear from elected officials and national experts about moving out of racial resentment and fear to leadership approaches that build inclusive and equitable communities for all.

II. The New Localism
In the aftermath of the Great Recession and the partisan gridlock in the federal government, America’s local leaders have stepped up to address major challenges that typically require investment from state and federal government.  NLC Senior Executive of City Solutions Brooks Rainwater will have a conversation with Bruce Katz, Centennial Scholar at the Brookings Institution, about the overarching themes from Katz's soon-to-be-released book, The New Localism.

II. Preemption Discussion
The session will feature a Mayor’s panel focused on the issues of preemption and local control. The panel will explore ways that local leaders, despite preemption efforts at the state and federal level, are using every tool at their disposal to serve their communities, expand economies, and ensure jobs.
