Dianne K. Irby

Dianne K. Irby joined the Mayor’s Executive Staff in February 2014 as Executive Director of Planning and Development. She has overall responsibility for several departments including Engineering, Urban Development, Historic Development, Real Estate and Asset Management, and Environmental Services. This includes some of the Mayor’s key initiatives: war on Litter; program to attack Blight; Storm Water Management Planning; and Development of a Comprehensive Long Range Master Plan for the City.

Prior to joining the Mayor’s team Dianne was Managing Director of the Southeast Infrastructure markets for KBR (Kellogg Brown & Root), a global engineering and construction company. Dianne spent nearly 30 years with the company in leadership roles both in Houston, TX and later in Mobile, AL. As a corporate Vice President, she led Brown & Root’s global Quality Management and Organizational Development group and served as an Examiner for the Malcolm Baldridge National Quality Award. She then moved into operations to oversee the EPC (engineering, procurement and construction) operations for the Company’s Southeast office of over 450 professionals located in Mobile.

In 1997 Dianne left Brown & Root to work as Principal of Irby Strategic Services (ISS). She provided strategic planning and organizational improvement consulting for private and non-profit entities including Houston Independent School District (HISD), Compaq Computers, Alabama State Port Authority, Mobile Area Water & Sewer System (MAWSS) and CH2MHill.

In 2002 Irby was selected to serve as Executive Director for the United Way of Southwest Alabama as that regional agency developed a strategic plan and reorganized for successful operations.

Dianne returned to Brown & Root under its new name KBR in 2004 to manage the Infrastructure and Government Services operations in the southeast until joining Mayor Stimpson’s team.

Dianne has served in a number of community and leadership roles. She was elected as the first woman to chair the Board of Directors for the Mobile Area Chamber of Commerce in 2000, and she received the Trailblazer Award from the National Association of Women Business Owners that same year. She also served on the Salvation Army board, Foundation Board for the Alabama School of Math & Science, and is an active member of Rotary International – Sunrise Club of Mobile.

Dianne is a graduate of Auburn University graduating Magna Cum Laude and inducted into the Phi Kappa Phi National Scholastic Honor Society. She attended Rice University’s Advanced Management Program and is a graduate of Leadership Alabama.
