Clarence E. Anthony

CEO and Executive Director
National League of Cities

Clarence E. Anthony is CEO and Executive Director of the National League of Cities (NLC), the largest organization representing America’s cities and their leaders. NLC advocates for more than 19,000 cities and towns throughout America.

Mr. Anthony began his career in public service by serving as Mayor of South Bay, Florida, for 24 years. As Mayor, he worked to create new educational and economic opportunities for residents — including building his community’s first library. During that time, he also served as president of both the Florida League of Cities and NLC.

Following his time in office, Mr. Anthony represented the interests of local governments on the world stage as Founding Treasurer and Interim Manager of United Cites and Local Governments (UCLG), a global network of cities based in Barcelona. He later founded Anthony Government Solutions, a consulting firm focused on strategic visioning, policy development, and management restructuring for both government and private sector organizations.

At NLC, Mr. Anthony is the lead advocate for city priorities in Congress and with the Administration. Under his leadership, the organization has successfully advanced policies that expand local control and provide direct funding for local programs related to public safety, infrastructure, transportation, and sustainability.

As CEO, Mr. Anthony led NLC through a three-year strategic planning process that strengthened NLC’s financial position and transformed the organization’s governance system. He leads a 125-member team dedicated to helping city leaders build stronger communities through technical assistance, cutting-edge research, and programs to help children and families.

Mr. Anthony also directs NLC’s work to equip city leaders to with the capacity to address the challenges they face in their communities. In 2015, NLC launched the Race, Equity & Leadership (REAL) initiative to empower local leaders to confront racial disparities, heal racial divisions, and build more equitable communities. REAL has provided on-the-ground training, technical assistance and network building to more than 100 cities and state municipal leagues.

In 2016, Mr. Anthony led NLC’s efforts to help communities respond to the worst public health crisis in a generation — the opioid epidemic. NLC partnered with the National Association of Counties (NACo) to form a task force of local leaders who created recommendations for local, state, federal, private-sector and non-profit partners to tackle the opioid crisis.
